Absconder

A person who deliberately evades arrest or court proceedings by hiding or fleeing, typically after a warrant has been issued against them.

Someone is termed an absconder when they intentionally avoid being found by the police or the court despite a warrant or summons being out against them — for instance by changing residence, going underground, or leaving the jurisdiction.

Courts can take further steps against a persistent absconder, including proclamation proceedings and, in some cases, attachment of their property.
