Proclaimed Offender
A person formally declared by the court to be absconding, after public proclamation requiring them to appear has gone unanswered.
When a person continues to evade arrest despite a warrant, the court can issue a public proclamation requiring them to appear by a certain date. If they still don't show up, the court can declare them a proclaimed offender, a more serious status with additional legal consequences.
This status can affect matters like anticipatory bail eligibility and can also lead to attachment of the person's property until they appear.
